HoReCa staffing agency since 2017, based in Bucharest. For events — weddings, corporate, ballroom — we recruit and place the team directly, on behalf of the venue, and run flair show bar service on request. For permanent roles, we connect restaurants and hotels with candidates through the PHE platform. Plus specialized consulting — executive search and HoReCa expertise on three areas (kitchen, restaurant + bar, cocktail menu concept). In 9 years: over 500 hires and 200 event positions closed through us.

How we
started.

PHE started in 2017 from a frustration shared by both founders, each with over 10 years in HoReCa operations: good hires couldn't be found on classic job platforms, and generalist recruitment agencies didn't understand the difference between a head waiter and a busser.

We started with 40 candidates and 3 employers. In our first year we placed 87 hires. We grew through referrals — no ads, no aggressive SEO, just people coming back and bringing colleagues.

On the events side, we started in 2019 when a client asked us for a team for a 280-guest wedding. We delivered 22 people in 4 days. Since then, we've built a network of over 1,100 active event candidates and a booking calendar of 180-240 events a year.

How we work.

Interview

Every candidate goes through at least a phone interview before they enter the active pool. We verify experience, references, soft skills — both for event placements and for applicants on jobs posted to the platform.

Match

For events, we propose a 2–3 candidate shortlist matched to the venue. For permanent roles, the employer filters in the platform — candidates appear ranked by experience and availability.

Trial

For senior and fine-dining roles, we arrange a paid 4–6 hour trial shift in the restaurant. Available for direct placements or on request when the employer recruits through the platform.

Guarantee

For events: 2h backup guarantee if someone doesn't show up. For direct permanent placements: 30-day post-hire guarantee.

Yes, with a PHE invoice + VAT on both modes. For events and direct placements we work on a service contract. For permanent roles recruited through the platform, the employment contract is signed between the employer and the candidate — PHE invoices the matching and verification service. S.C. Do you only operate in Bucharest?+

No. We have active candidates in six major cities — Bucharest, Cluj, Timișoara, Constanța, Brașov, Iași — and cover the rest of the country through local partners.
